From billions to trillions in climate finance: Leveraging DFIs for the green transition
OSF Pavilion, Blue Zone, COP30 Brazil
Thursday 13 November 2025 | 15.00 – 16.30 (Brasilia Standard Time)

This session will explore how Development Finance Institutions (DFIs) can help bridge the vast climate finance gap and accelerate the green transition. Despite growing global commitments to achieve net zero emissions, developing countries will require more than USD 2.4 trillion annually by 2030 to meet their climate goals – far beyond current investment levels.

The event contributes to Brazil’s Green Industrial Transition initiative by examining how public and private finance can be better aligned, and how DFIs can reduce risk, catalyse private capital, and promote inclusive and sustainable development models.

Discussion themes:

  • The evolving role of DFIs in climate finance
  • Risk, responsibility, and scale
  • Financing green innovation
  • Just and locally driven transitions
  • Innovative mechanisms and partnerships

The session will:

  • Identify key challenges and opportunities for DFIs in mobilizing climate finance at scale
  • Highlight replicable policy and financing mechanisms
  • Generate inputs for the CIIP–CGEE–ABDE project, including case studies and research areas
  • Foster dialogue and collaboration among DFIs, policymakers, and development partners ahead of COP30 outcomes on finance and just transition pathways
