Francisco Pereira

As Policy Analyst at IfM Engage, Francisco works on research and policy projects examining how countries can strengthen their industrial and innovation capabilities.

His current work focuses on industrial innovation systems and manufacturing competitiveness in the UK, green industrial transitions and industrial decarbonisation, and the role of institutions and finance in supporting industrial development. He also manages the Global Initiative for Industrial Safety (GIFIS), an international programme bringing together industry, policymakers and researchers to explore how emerging technologies can be adopted safely in industrial settings.

Francisco has expertise in industrial innovation policy, green and digital transformation, and economic analysis. He is particularly interested in how governments can shape technology development and foster resilient and sustainable manufacturing ecosystems.

Before joining IfM Engage, Francisco worked as an Economist and Policy Analyst at the OECD, where he conducted analyses on industrial innovation and critical technologies. He also served at the British Embassy in Lisbon as Digital and Technology Officer and as Economic Adviser, contributing to bilateral cooperation on economic and technology policy.

Francisco holds an MSc in Economics with a specialisation in Public Policy from Nova School of Business and Economics and a BSc in Economics from ISCTE Business School.
